Since 2004, mindviz had pages with sections that appeared to be modular, however there was a limited number of them, and you could only hide and change the order of them on your page. One of my later efforts was building out a comprehensive directory of modules for both the front page, and user profiles, that could be added, removed, minimized, maximized, and ordered by dragging and dropping.
